Howard was called to the Bar of England and Wales in 2002 and has over 20 years’ experience as a lawyer and advocate in criminal, civil and regulatory law.

Howard has held senior prosecutor roles with the Crown Prosecution Service (CPS) of England and Wales (Crown Advocate Grade 3, Special Casework Unit Lawyer, Legal Manager, Senior Crown Prosecutor) and the Law Officers’ Department Jersey (Director of the Criminal Division; Jersey Advocate 2023). Before joining the CPS, he defended cases in the Magistrates Court and represented suspects at the police station.

Howard has delivered training to law enforcement teams and investigators on unused material, case analysis, the Code for Crown Prosecutors, and court procedure.

Howard has developed significant experience as a prosecutor, and senior leader, and has advised law enforcement teams including the Flying Squad, and senior police officers at Gold Group level. He has been led in cases of rape, violence, financial crime, and public disorder. He has appeared as sole counsel in the Magistrates and Crown Courts prosecuting serios violence, sexual assault, perverting the course of justice, drugs, robbery, burglary, and confiscation proceedings. He prosecuted Operation Ternhill (97 defendants involved in serious public disorder).

In addition to advocacy, he has advised on terrorism, homicide, death by dangerous driving, rape and serious sexual offences, indecent images, robbery and theft, drugs, perverting the course of justice, POCA and immigration offences. He advised the Flying Squad on Operation Morguld (a 3-year operation involving smash and grab robberies and burglaries using powers under RIPA), and various multi-handed cases concerning rape, drugs, serious violence, financial crime, and corruption.

In the last 2 years, Howard has developed his practice to include regulatory proceedings on behalf of HCPC, NMC, and TRA, and his civil practice acting for both claimant and defendant in the small claims and fast track courts – personal injury, credit hire, and recoveries.
